Automatically loads unloaded plugins at server start using PlugMan. On startup, scans the plugins folder for all .jar files, reads each jar's plugin.yml to get the plugin name, compares against currently loaded plugins, then dispatches "/plugman load [name]" for any that are missing. Plugins that fail to load are skipped gracefully. Includes a manual reload command to re-trigger the scan at any time.
