A horse speed modification plugin that allows horses to reach up to 20 blocks per second with a weighted rarity system. Most horses spawn with normal speed, while elite horses with maximum speed are extremely rare. Uses a configurable power distribution curve to control rarity. Speed is persistent and survives server restarts. Automatically applies to naturally spawned and bred horses.
